Hello, i’m lindsay pine and this is ehr matters for thursday june 18th.

Two important and interrelated events have occurred this week that are likely to shape the emr/ehr (electronic medical record/ electronic health record) industry for decades to come. They address the critically important issues of meaningful use and certification. Three documents were released by the health it policy committee on the subject of meaningful use. To view these documents, visit www.healthit.hhs.gov and search for “2011 objectives.” And for the first time, these documents answer more questions than they ask!

The first document is the “meaningful use preamble.” This brief document provides a basic overview of the environment in which the other documents are being released.

Next is the “meaningful use matrix” which lists twenty two separate “2011 objectives.” These should be understood as the basic functionality which will be required to demonstrate meaningful use in 2011. Interestingly, the criteria for meaningful use will become more and more stringent in future years. You should conclude that it will be easiest to qualify for the stimulus funding early on. Examples of these objectives include maintaining an up to date problem list and incorporating lab-test results into ehr/ emr (electronic health records/ electronic medical records).

Lastly is a powerpoint presentation entitled “hit (health information technology) policy committee meaningful use workgroup presentation.

Beginning with slide twenty two, the presentation begins to discuss the “draft meaningful use criteria.” Notice that these are drafts and are clearly subject to further discussion and change. In fact it has been noted that david blumenthal has already indicated that this is merely the beginning of a long process and that there will be changes. However, as a first order approximation - if you are interested in your portion of the stimulus incentives you should ensure that you’re intended purchase can accomplish the 2011 objectives.

The second item of interest today is a substantial modification of the cchit methodology. There are now 3 paths to certification. These are: certified ehr comprehensive or “ehr-c”, certified ehr module or “ehr-m” and certified ehr site or “ehr-s.” This is a major change for this certifying body, and in our opinion this will substantially increase the probability that cchit will, in fact, be at least one of the cerfitying bodies referred to in the health information technology for economic and clinical health (hitech) act.
